feat: add x402 payment protocol extension

Adds x402 extension for agent payments via USDC on Base (EVM) and Solana (SVM).

Tools:
- x402_payment: Call paid APIs with automatic USDC payment
- x402_discover: Search directory of available paid APIs

Directory and telemetry powered by zauth (https://zauthx402.com)
