docs: add bot-to-bot message limitation notice for Telegram

Fixes #408

Telegram Bot API does not deliver messages from other bots, even if the bot is an admin or has privacy mode disabled. This is a known Telegram limitation documented at https://core.telegram.org/bots/faq#why-does-my-bot-not-see-messages-from-other-bots
