Harry Winkler 1f8b855cf9 Fix Android SDK setup by removing deprecated tools package ... The android-actions/setup-android@v3 action defaults to installing `tools platform-tools`, but the legacy `tools` package has been deprecated and removed by Google, causing CI failures.
